AIMS AND OBJECTIVES

  1. Encourage the most appropriate choices to access the needs and desires of modern life. Where transport necessary, balancing each feature e.g. convenience, journey time, comfort, against the price paid for use.

  2. Establish the full costs of the road network, including externalities.

  3. Find a way which road users could pay their full costs.

  4. Suggest an organisational structure for the ownership and management of the road network, with transparent income and expenditure to provide free and fair competition for access currently obtained by transport’ with non-transport access, public transport, and non-motorised transport.
